European Innovation Act: Reflection Paper on the Call for Evidence

UAS4EUROPE supports the ambition to foster a European Single Market for Innovation through the European Innovation Act.
A dedicated Innovation Working Group, comprising 16 high-level representatives of universities of applied sciences with a profound knowledge of innovation conduct, has compiled a list of reflections on an impactful Innovation Act proposal.
The Innovation Working Group specifically calls for the Act to reflect the non-linear nature of innovation within their ecosystems, often connected through universities of applied sciences. Building on that, the upcoming proposal should complement and work in conjunction with existing and upcoming initiatives such as the New European Innovation Agenda, the Savings & Investment Union and the 28th regime. To this end, the reflections call for the Innovation Act to focus specifically on i) facilitated and harmonised knowledge valorisation frameworks and ii) streamlined access to validation facilities (i.e. regulatory sandboxes, research & technology infrastructures). Concrete proposals include the harmonisation of IP frameworks or a single contract template for publicly funded infrastructures. Finally, in order to ensure uniform application of the Act across the Union, it should take the form of a Regulation.
